I don't remember seeing this at all in 1982. I must have been out at the arcades the whole time.

Awesome! I remember seeing this when I was little. It's funny, and it's really well done. Talk about nostalgic!
It's more likely an 1988-1992 comercial featuring your favorite character "Spot". If anyone remembers Spot was 7-up's big red, sunglass wearing, surfing lovin', dot. It was 7'up's mascot for a while and was even featured in a Nintendo videogame albeit wasn't a "Pac-man" style game.
